It means being amongst the privileged to inspire a spark in the company that is change and see it run it's course though all layers and departments, smoothing the path to the future.
Being a PMO means having an interest in all the areas of a company, and profound knowledge of all the company aspects related to the projects.
All projects need to fit with the companies future vision (Strategy). They also need people (HR), money (Finance), external or internal customers (Business partners or Business process owners)
and subject matter experts, specific to each project:
IT: Infrastructure, Software development, Information management, ...
Operations: Engineering, Quality, Supply chain, Purchasing, Warehousing, logistics, Site management, ...
R&D: Research, Development, IP, Legal, Standards/Norms, Qualifications, ....
Business: Sales, Marketing, Product management, Innovation, ...
As a PMO I feel at home in all subject matters, I am by no means 'the' expert, however I'm capable of sparring with all of them to find suitable solutions and take the right decisions in the right time.

Four areas of the center of excellence
Organizational: Entails everything related to the organization of projects and their follow-up.
Strategic: Ensures the link between the projects and the strategy. Putting measures and analytics in place to visualize the performance and the benefit.
Project service: All services the PMO provides to aide the project teams so they can run their projects in a uniform way and follow the quality assured processes.
Project office: Manage the project managers in the PMO organization and guarantee the quality of project management as well as the quality of the deliverable.
